Two Floods in Five Months
On May 7, 2019, more than 200 Elm Grove residents reported flooding, according to the Houston Chronicle’s report on the lawsuit that followed. In September 2019, Tropical Storm Imelda flooded the neighborhood again. Residents blamed the clearing of land for the Woodridge Village development to the northwest, across the county line in Montgomery County; the developers and county officials said the rainfall itself was the cause. That dispute is not this site’s to settle.
What it can say is narrower. A flood rebuild is about floors, walls and cabinets. The roof and the upper-story siding usually are not part of it, so on a rebuilt house they can now be the oldest things left.
