From Quote to Final Inspection

Quote and material
Shingle line or metal, color, underlayment, ventilation, and how many layers come off.

Village approval

A residential re-roof permit through the Houston Permitting Center; its page puts plan review at about ten business days.

Tear-off and decking
Old roof off, decking inspected, soft sheets replaced at the price agreed in advance.

Underlayment, flashing, shingles or panels, ridge and vents.

The permit and its worksheet have to be on site for it.

Clearance
Branches resting on or sweeping the roof wear it down. Trimming them back before the new roof goes on is cheaper than after.
Valleys
Needles will fill them again. Ask how the valleys are built and how they will be kept clear.
Staging
Tall trees and tight lots can limit where materials and the trailer go. Ask where the tear-off lands.
Ventilation
Attics here run hot in summer. A replacement is the time to fix ridge and soffit venting, not an extra.
Gutters
Often pulled for the job. Decide beforehand whether they go back up as they were.
Siding at the roofline
Where a lower roof meets an upper-story wall, the siding above the flashing gets disturbed. Settle who repairs it.
Before You Sign
Ask every contractor for the same things, so the quotes can be compared: layers removed, the underlayment named, the price per sheet of replaced decking, flashing replaced or reused, ventilation, cleanup (magnetic sweep for nails included), who pulls the permit, who submits to the association, the manufacturer warranty and the contractor’s own workmanship warranty.
Texas does not license roofing contractors, so there is no license number to check. Ask for proof of liability insurance and workers’ compensation instead, and a local address.
